I should have checked earlier.

gl_InitModels is called from R_InitSprites, which is called from P_Init (d_main.cpp, line 2566), which is definitely called before OpenGL gets initialized from V_Init2 (d_main.cpp, line 2630).
Seems Zandronum is still using the old code which did it differently.

So all that's being requested here, has been working for a long time already.
