Summary	0000218: New 3D Floor type - Non Solid 3D Floor that can have Special
Description	Normally, Non Solid 3D Floors can't have special, a new type of 3D Floor with special would be great, This would be useful to simulate new types of sections (like non swimmable water), Since Swimming up/down can't be disabled in Normal water 3D Floors, a Non Solid 3D Floor with low gravity special would do the job.
